Middle East Digital Transformation: Regional Trends – Drivers, Policy and Impact

The Middle East is undergoing a significant period of digital transformation, driven by national growth strategies and major investment in telecommunications infrastructure. Across the region, governments increasingly recognise that digital infrastructure is central to economic growth, international competitiveness and long-term resilience. This is particularly visible across the Gulf Cooperation Council (GCC), where advanced telecoms networks, spectrum planning, satellite connectivity, cybersecurity, AI governance, IoT, high 5G coverage and emerging 6G planning are becoming part of national development agendas and regulatory policy.

For this analysis, the region can be grouped into three broad categories:

  1. Gulf innovation leaders and trend setters: UAE, Saudi Arabia, Qatar and Bahrain. These countries are among the most advanced in the region and are setting the pace for telecoms and connectivity innovation.

  2. Digital modernisation and reform markets: Oman, Kuwait, Jordan and Egypt. These markets are focused on connectivity expansion, public-sector digitisation, regulatory modernisation and infrastructure development.

  3. Developing and reconstruction-focused markets: Iraq, Lebanon and Palestine. These markets face more complex political, economic and infrastructure constraints, but connectivity remains central to resilience and service delivery.

A number of adjacent initiatives are being rolled out in these countries which vary depending on their national priorities and future growth targets – from smart cities and smart mobility to cybersecurity resilience, from spectrum reallocation to regulatory sandboxes. Below we highlight the most notable developments in each country.

Gulf innovation leaders

United Arab Emirates

The UAE remains one of the region’s most advanced telecoms markets. Its Digital Economy Strategy targets growing the digital economy’s contribution to GDP from approximately 7 percent to 20 percent by 2031.

The Telecommunications and Digital Government Regulatory Authority (TDRA) regulates the telecoms sector, including services, standards and equipment approval. The UAE’s connectivity agenda is now moving toward 5G-Advanced and 6G. TDRA unveiled a 6G roadmap in April 2024, aligned with IMT-2030 and the ITU’s future mobile-technology framework. In November 2025, TDRA launched a national 6G initiative, bringing together government entities, telecoms operators, universities, research centres and global technology providers.

TDRA has also launched ICT Regulatory Sandboxes, allowing start-ups, telecom operators and technology companies to test new ICT products and services under regulatory supervision. These sandboxes cover emerging areas including AI, IoT and digital twins.

Saudi Arabia

Saudi Arabia is one of the region’s most active markets for digital innovation, spectrum and wireless policy reform. The Communications, Space and Technology (CST) Authority’s Spectrum Outlook for Commercial and Innovative Use 2025-2027 places spectrum at the centre of the Kingdom’s connectivity agenda, with specific reference to non-terrestrial networks, satellite applications, private networks, IoT, fixed wireless access, transport connectivity, automated frequency coordination and 6G research.

As part of this initiative, it made the full 6 GHz band available for licence-exempt use, supporting Wi-Fi 6E and future Wi-Fi 7 deployments.

Additionally, a more detailed framework is being developed for non-terrestrial networks including GEO, MEO and LEO satellites, high-altitude platform systems, low-altitude platform systems and air-to-ground networks. These technologies are expected to support future 6G systems and improve connectivity in remote, mobile and hard-to-reach environments.

CST also operates Regulatory Sandboxes, allowing companies to test innovative products and business models in areas such as IoT, communications technologies, space technologies and immersive technologies.

All of the above sits within the wider Vision 2030 programme, where digital infrastructure, data and AI are treated as core enablers of national transformation. Saudi Arabia’s connectivity performance has also been recognised internationally as the country aims to be the world’s most connected and digitized nation by 2030. In 2026, the Kingdom ranked first globally in the ITU ICT Development Index, which measures digital development across universal and meaningful connectivity.

Qatar

Qatar’s Digital Agenda 2030 is aligned with Qatar National Vision 2030 and places strong emphasis on advanced digital infrastructure, digital government, digital society and emerging technologies.

From a radio-policy perspective, Qatar’s main themes are high-quality nationwide connectivity, smart infrastructure, secure communications and future technology adoption. MCIT is responsible for driving digital transformation, enhancing infrastructure, supporting the digital economy and overseeing ICT sector development.

Bahrain

Bahrain is a smaller market, but it has a relatively agile regulatory environment and a strong digital-government agenda. Its Digital-First policies are designed to embed digital services across government and improve public-sector service delivery.

For connectivity, Bahrain’s priorities are centred on 5G evolution, service quality, secure public-sector connectivity, smart infrastructure and equipment compliance.

Digital modernisation and reform markets

Oman

Oman has placed digitalisation within Oman Vision 2040 and its National Digital Economy Program. The programme focuses on digital sovereignty, government digital transformation, cybersecurity, advanced technologies and the development of digital infrastructure.

Oman has made progress in areas such as internet penetration, 4G and 5G coverage, but it still needs additional investment and policy effort to match some of its GCC peers. Its radio and connectivity priorities include 5G expansion, fixed wireless access, public-sector connectivity, resilient communications and smart-city infrastructure.

Kuwait

Kuwait’s Vision 2035 aims to diversify the economy and strengthen the country’s role as a regional financial and commercial hub.

For radio and connectivity, Kuwait’s key themes are 5G evolution, spectrum use, fixed wireless access, equipment approval and cybersecurity-linked telecoms regulation. The country is also strengthening national cybersecurity and data governance, including CITRA data privacy regulations for communications and IT service providers.

Jordan

Jordan’s latest digital transformation strategy and implementation plan for 2026-2028 focuses on digital infrastructure, government services, digital trust, data, AI and advanced technologies.

Jordan’s connectivity priorities are practical, and infrastructure led. They include broadband expansion, mobile network quality, secure government communications, public-sector connectivity and digital inclusion. Jordan is unlikely to lead regional 6G development in the near term, but it remains important for equipment approvals, broadband radio systems and secure wireless deployments.

Egypt

Egypt is advancing its Digital Egypt strategy in alignment with Egypt Vision 2030. The programme focuses on digital transformation, digital skills and digital innovation, supported by national information infrastructure, secure digital platforms and digitised government services.

Egypt has also developed a technology and cybersecurity regulatory environment that includes the Anti-Cyber and Information Technology Crimes Law No. 175 of 2018.

Given its population scale and strategic position between Africa, the Middle East and Europe, Egypt remains one of the region’s most important digital transformation markets.

Developing and reconstruction-focused markets

Iraq, Lebanon and Palestine face more difficult infrastructure, political and economic conditions. In these markets, connectivity policy is less about advanced spectrum planning and more about network resilience, coverage, service recovery and public-service continuity.

Lebanon has a Digital Transformation Strategy 2020-2030 focused on modernising public administration, citizen-centric services, interoperability and administrative efficiency. However, reliable telecoms infrastructure, resilient power and service continuity remain major constraints.

Palestine’s Ministry of Telecommunications and Digital Economy provides the institutional framework for telecoms and digital policy. A 2026 official Palestinian report noted a shift toward fibre connectivity, but also highlighted severe communications challenges in Gaza, including weak coverage, frequent outages and disrupted mobile networks.

In these markets, radio connectivity remains essential for emergency communications, backup access, public services, humanitarian coordination and digital inclusion.

Horizon Scan – Summary, Trends, & Future Compliance Implications

The Middle East’s digital transformation is increasingly an innovation story. Numerous smart cities projects in almost every country (especially in GCC members), AI and economic diversification, and creation of digital governments all depend on practical delivery - spectrum allocation, 5G rollout, equipment approval, private networks, satellite integration, Wi-Fi spectrum policy, IoT, resilient communications and future 6G planning.

This is creating a more complex regulatory environment across the region. Each country is likely to apply different rules for spectrum use, type approval, importation, frequency use, licence-exempt devices, private networks, satellite terminals, cybersecurity and quality-of-service obligations.

For businesses, the region offers significant long-term opportunity. Success will depend on understanding each country’s policy priorities, regulatory requirements, digital maturity and infrastructure constraints.
